iPads emit Bluetooth continuously when awake and for several hours in modern-standby after the screen turns off. FindMy can therefore pick up a recently-sleeping iPad on the same floor, but for an iPad that has been off overnight you will want Apple's Find My network, which uses other nearby iPhones as relays.
